“Sebenarnya kita (pengguna sepeda) dikenakan tarif nggak apa-apa. Selama benar-benar diberikan fasilitas yang memadai, dijagain, dan sebagainya,” papar Toto.

Menurutnya, tarif yang pas diberikan untuk memarkirkan sepeda adalah Rp 5 ribu per hari. “Kalau dihitung per jam, ya, paling Rp 2 ribu kira-kira,” katanya.

Tidak hanya itu, Toto juga berpendapat, kurang efektifnya jalur khusus sepeda di Jakarta. Ia menuturkan, jalur khusus sepeda yang dibuat hanya sekadar formalitas belaka. “Jalur sepedanya kan nggak ada yang bener di sini. Jalur sepeda di sini hanya dibuat kayak formalitas gitu lho, nggak ada aturannya sebenarnya,” ucap Toto.

Ia menjelaskan, sejak tahun 2005 pihaknya telah berusaha melakukan advokasi dan penawaran (approach) kepada beberapa Gubernur DKI Jakarta yang saat itu menjabat, dan juga Dewan Perwakilan Rakyat (DPR). Namun, usaha tersebut hanya berhasil pada tingkat DPR.

“Dari DPR yang berhasil, ya. Kita bisa mendorong keluarnya UU Nomor 22 Tahun 2009 mengenai Lalu Lintas dan Angkutan Jalan,” jelasnya.
